§ 38-4-33. User charge system.

The following rates are established for the user charge system:

A minimum charge of $9.75 per month shall be applied to all users whose water consumption does not exceed 2,000 gallons per month. Usage in excess of 2,000 gallons per month shall be charge at a rate of $3 per 1,000 gallons.
All nonmetered residential customers shall pay a minimum flat rate of $22.50 per month.
Surcharge rate. The rate of surcharges for BODs and SS shall be determined as follows:
	Surcharge = (Base rate) x (.3) (number of 1,000s of gallons of water used) (ave. BOD concentration - 200 mg/l + ave. SS concentration
	-250 mg/l 200 mg/l		250 mg/l
Computation of surcharge. The concentration of wastes used for computing surcharges shall be established by waste sampling. Waste sampling shall be performed as often as may be deemed necessary by the Superintendent and shall be binding as a basis for surcharges.
